  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the regular meeting on September 19, 2017 and the recess meeting on September 26, 2017.
  5. Authorize the approval of accounts for all city departments.
  6. Consider the consent agenda:
    1. Authorize Water Plant Operator to attend MsRWA and MDEQ training in Tupelo, MS on October 2427, 2017 at an estimated cost of $175.00. (Bart Robinson)
    2. Request permission for one officer to attend refresher certification training at MS Delta Academy from October 1-20, 2017 at a total cost of $900.00. (Joey East)
    3. Request permission for one officer to attend MS Crimestoppers Annual Training Conference in Biloxi,MS from October 10-13, 2017 at an estimated cost of $164.00. (Joey East)
    4. Request permission to accept the resignation of a reserve officer in the Oxford Police Department. (Braxton Tullos)
    5. Request permission to accept the resignation of an officer in the Oxford Police Department effective October 13, 2017. (Braxton Tullos)
    6. Request permission to promote an employee in the City Clerk’s Office. (Braxton Tullos)
    7. Request the approval of the transfer of an employee in the Buildings & Grounds Department to the Public Works Department. (Braxton Tullos)
    8. Request permission to advertise for a Landscaping Laborer in the Buildings & Grounds Department. (Braxton Tullos)
    9. Request approval for two employees to attend the Blue Cross Blue Shield 2017 Healthy Workplace Summit in Flowood, MS on October 6, 2017 at an estimated cost of $572.64. (Braxton Tullos)
    10. Request approval of the following taxi drivers for the noted companies: Cynthia L. Laabs-Angel Taxi, Chris J. Turner-Oxford Taxi, Danielle S. Tidwell-Taxi Jackson, Cole I. Horton, Emile G. DeLaureal, Andrew S. Fitch, and Tanner H. Whitaker-Unchained Pedicabs (Joey East)
    11. Request approval for the Mayor and Board to attend the 2017 Small Town Conference on October 2526, 2017 in Oxford at a cost of $680.00.
  7. Authorize re-appointments to the Oxford Reserve & Trust Committee.
  8. Presentation of the Visit Oxford 2018 Marketing Plan. (Mary Allyn Hedges)
  9. Adopt a resolution of intent to issue a General Obligation Note in the amount of $1,200,000.00 for the purchase of machinery and equipment. (Sue Fairbank/Steve Edds)
  10. Adopt a resolution of intent to issue General Obligation Bonds in an amount not to exceed $4,000,000.00 to raise money for the construction and improvement of municipal buildings. (Sue Fairbank/Steve Edds)
  11. Adopt a resolution hiring required legal counsel and an independent registered municipal advisor in connection with the sale and issuance of General Obligation bonds. (Sue Fairbank/Steve Edds)
  12. Consider a request from Benchmark Construction to allow for a construction entrance off South 5th Street for construction at St. John the Evangelist Catholic Church. (Bart Robinson)
  13. Request approval of the annual Municipal Compliance Questionnaire. (Ashley Atkinson)
  14. Request permission to advertise for bids for a Recycling Baler for Environmental Services. (Amberlyn Liles)
  15. Third reading and vote of a clarification of an Ordinance amending Article II of the Alcohol Ordinance, regarding light wine and beer. (Joey East)
  16. Briefing on additional safety recommendations for the downtown area. (Joey East)
  17. Third reading and vote for Case #2215, Taylor Ridge Partners, LLC to rezone +/- 30.73 acres from (CE) Country Estates to (TND) Traditional Neighborhood Development for property located at 110 CR 303 (Old Taylor Rd.), being further described as PPINs 14967, 34530, 34889. (Judy Daniel)
  18. Request permission to declare equipment surplus in the Oxford Fire Department. (Mark Heath)
  19. Request permission to approve step increases for five employees in the Oxford Fire Department for completing EMT certification. (Mark Heath/Braxton Tullos)
  20. Request permission to advertise for bids for various trades for Activities Center Additions. (Bart Robinson)
  21. Authorize a change order for time extension for the Pressure Control Valve Replacement Project. (Bart Robinson)
  22. Authorize concurrence with Lafayette County for awarding of contract with Alternate #3 (water & sewer extension) to low bidder, Xcavators, Inc., for the construction of West Oxford Loop from Anderson Road to College Hill Road in the amount of $9,644,908.02 for the base bid and $1,245,536.35 for Alternate #3 for a total of $10,890,536.37.   23. Authorize City Clerk to submit payment to MS Department of Transportation Office of State Aid in the amount of $4,810,707.80 for the City’s share of the road construction and the installation of water and sewer including 4% contingency funding. (Bart Robinson)
  24. Accept bids and award contract for Sisk Avenue Extended. (Bart Robinson)
  25. Consider an executive session.
  26. Adjourn.
