Oxford, Mississippi Board of Aldermen Agenda – Tuesday, December 5, 2017

Meeting is at 5:00 pm in City Hall.
Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the special meeting on November 21, 2017, the regular meeting on November 21, 2017, and the special meeting on November 27, 2017.
  5. Authorize the approval of accounts for all city departments.
  6. Consider the consent agenda:
    1. Request permission for two FNC Park employees to attend the Annual STMA Conference on January 1519, 2018 in Fort Worth, TX at an estimated cost of $2,500.00. (Brad Freeman)
    2. Request permission for Christopher Wilson, Jr. to intern with the Oxford Police Department for the Spring 2018 semester. (Joey East)
    3. Request permission to accept the resignation of one part-time officer in the Oxford Police Department. (Braxton Tullos)
    4. Request permission to hire a Dispatch Operator in the Oxford Police Department. (Braxton Tullos)
    5. Authorize step raise for an employee in the Environmental Services Department. (Braxton Tullos)
    6. Request permission to hire an intern in the Municipal Court Department for the 2018 Spring Semester. (Braxton Tullos)
    7. Request permission to hire a full-time patrol officer in the Oxford Police Department. (Braxton Tullos)
  7. Alfonso Jordan to address the board regarding taxi issues and request adjustment to required insurance.
  8. Authorize the appointments to the City Property Commission.
  9. Adopt an intent resolution of the Mayor and Board of Aldermen to either issue General Obligation Bonds or a General Obligation Bond for Sale to the Mississippi Development Bank in an amount not to exceed $11,000,000.00 for the purpose of erecting, improving, adorning, and equipping municipal buildings.   10. Adopt a resolution of the Mayor and Board of Aldermen hiring required legal counsel and an independent municipal advisor in connection with the sale and issuance of either General Obligation Bonds or a General Obligation Bond for sale to the Mississippi Development Bank in an amount not to exceed $11,000,000.00. (Sue Fairbank)
  11. Adopt a resolution of the Mayor and Board of Aldermen awarding the sale and issuance of General Obligation Bonds, Series 2017B, in the amount of $7,500,000.00, for the City of Oxford, for the purpose of erecting, constructing, adorning, and equipping municipal buildings. (Sue Fairbank)
  12. Adopt a resolution of the Mayor and Board of Aldermen authorizing and directing the issuance of General Obligation Bonds, Series 2018A, in an amount not to exceed $2,700,000.00, for the purpose of erecting, adorning, and equipping municipal buildings. (Sue Fairbank)
  13. Second reading and public hearing of an Ordinance establishing a $1.00 fee to be added to Municipal license fees for the purpose of maintaining municipal records as required by MS Code Section 25-60-1 and the Department of Archives and History. (Ashley Atkinson)
  14. Request permission to purchase a truck off of state contract and a landscape trailer for Environmental Services using a portion of the remaining proceeds from the 2017 $1.2M GO Note. (Amberlyn Liles)
  15. Request permission to declare a bus surplus in the Oxford-University Transit Department. (Ron Biggs)
  16. Request permission to accept a grant from the MS Office of Homeland Security in the amount of $10,000.00 for Hazardous Materials Operations equipment. (Mark Heath)
  17. Third reading and vote on an Ordinance amending Chapter98, Article I, Section 15 regarding use of public parking spaces and blocking of city streets during construction projects. (Joey East)
  18. Third reading and vote on an Ordinance amending Chapter 118, Sections 22-26; Vehicles for Hire. (Joey East)
  19. Second reading and public hearing of an Ordinance amending the Alcohol ordinance, Section 14-10 and 14-44, Hours of Operation and regulation of sales of unopened containers. (Joey East)
  20. Declare 37 radios surplus in the Oxford Police Department to allow them to be traded in for credit towards the purchase of new MSWIN radios. (Joey East)
  21. Request approval of a job description policy. (Braxton Tullos)
  22. Accept maintenance for water and sewer in The Heights, Phase17. (Bart Robinson)
  23. Consider an executive session.
  24. Adjourn.
