Cooper Dennis Russell, 68, of Oxford, Mississippi, was arrested for Enticement of a Child to Meet for Sexual Purposes.
The Oxford Police Department assisted Homeland Security Investigations (HSI) and the Mississippi Attorney General’s Office with a joint sex crimes operation on July 22, 2026, resulting in the arrests of three men on charges related to the enticement of children for sexual purposes.
The operation, known as Operation Muddy Waters, involved HSI, MS AG’s Office, other federal, state, and local agencies with Oxford Police Department investigators working together to identify and apprehend individuals suspected of attempting to meet minors for sexual purposes.

Laynez-Gonzalez Oseas Neftali, 29, of Memphis, Tennessee, was arrested for Enticement of a Child to Meet for Sexual Purposes.
Argueta Cristian Abel Giron, 33, of Rossville, Tennessee, was arrested for Enticement of a Child to Meet for Sexual Purposes.
All three suspects were transported to the Lafayette County Detention Center and booked on their respective charges.

this operation, ” said Oxford Police Chief Jeff McCutchen.
“Protecting children and holding accountable those who seek to exploit them is a responsibility we take very seriously. We will continue working with our local, state and federal partners to protect the children in our
community.”
The Oxford Police Department encourages parents and guardians to talk with their children about online safety and the potential dangers of communicating with people they do not know online.
