Oxford, Mississippi Board of Aldermen Meeting Agenda for Tuesday, July 18, 2017 at 5 pm

Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the regular meeting on July 5, 2017.
  5. Authorize the approval of accounts for all city departments.
  6. Consider the consent agenda:
    1. Request permission for the OUT Director and two other employees to attend the Mississippi Public Transit Annual Leadership Conference on August 8– 11, 2017, in Natchez, MS, at an estimated cost of $1,643.70 plus per diem. (Ron Biggs)
    2. Request permission to accept the resignation of two officers in the Oxford Police Department. (Braxton Tullos)
    3. Request permission to approve promotions in the Oxford Police Department. (Braxton Tullos)
    4. Request permission to approve a promotion in the Buildings & Grounds Department. (Braxton Tullos)
    5. Request permission to hire a Part-Time Events Coordinator for the Oxford Conference Center. (Braxton Tullos)
    6. Request permission to hire an Assistant Superintendent in the Buildings & Grounds Department. (Braxton Tullos)
    7. Request approval for Kendaris McGruder to intern with the Oxford Police Department for the 2017 Fall semester. (Joey East)
    8. Request permission for one officer to attend Accident Reconstruction Level 3 training from July 21-August 4, 2017 in Hernando, MS at an estimated cost of $2, 155.00. (Joey East)
    9. Request approval of Benjamin Hudson as a driver for Flying Tuk. (Joey East)
  7. Discuss/approve the cable tv franchise agreement. (Reanna Mayoral)
  8. Request permission to hire Greg Fender to review the city’s telecommunications, trenching and cell tower ordinances and pole-use agreements and advise the city on possible franchise agreements. (Reanna Mayoral)
  9. Discuss a final schematic design for the Downtown Parking Garage. (Tom Sharpe)
  10. Consider a request from The University of Mississippi Research Foundation for a tax exemption for Insight Park. (Donna Gurley)
  11. Consider a request from Carter & Carter Construction, LLC to conduct a concrete pour starting at 5:00 am during the week of July 24th for the U-Club development. (Reanna Mayoral)
  12. Request permission to accept a Multi-Modal grant from the MS Transportation Commission in the amount of $29,017.00. (Tim Akers)
  13. Request permission to approve a 5-year contract for transit management services for the Oxford-University Transit system. (Tim Akers)
  14. Authorize an appointment to the Oxford Park Commission Board.
  15. Request approval to adopt a Resolution Declaring the Intention of the Mayor and Board of Aldermen of the City of Oxford, Mississippi, to issue Tax Incentive Bonds of said City in an aggregate principal amount not to exceed nine million ($9,000,000), in accordance with the authority granted in Chapter 45 of Title 21, Mississippi Code of 1972.
  16. Request approval to adopt a Resolution hiring legal counsel and independent registered municipal advisor in connection with the sale and issuance of tax increment financing bonds in an aggregate principal amount not to exceed nine million ($9,000,000); and for related purposes.
  17. Request permission to adopt a Resolution of the Mayor and Board of Aldermen of the City of Oxford, Mississippi finding and determining that a notice of bond issue in connection with the issuance of general obligation bonds of said city to raise money for the purpose of financing the costs of a project authorized by the Regional Economic Development Act was duly published as required by law; and for related purposes.
  18. Declare equipment surplus at the Oxford Conference Center. (Hollis Green/Ashley Atkinson)
  19. Request permission to accept a grant from the MS Office of Highway Safety for the FY2018 Police Traffic Services in the amount of $15,890.00 and authorize the Mayor to sign same. (Joey East)
  20. Request permission to advertise for bids for a digger-derrick truck for the Oxford Electric Department. (Rob Neely)
  21. Request permission to accept the bids for electric transformers for the Oxford Electric Department. (Rob Neely)
  22. Request permission to declare equipment surplus in the Oxford Electric Department and list on govdeals.com. (Rob Neely)
  23. Request permission for approval of a preliminary plat for Case #2210, Avco Capital, LLC for “Pea Ridge Road Subdivision”, for property located on Pea Ridge Road, being further described as PPIN 15775. (Judy Daniel)
  24. Request permission to approve a final plat (amended) for Case #2207, Jamey Leggitt and Charles Noss (Lot 3) and Davis and Ann Fair (Lot 5) for “Ammadelle” Subdivision Lots 3 & 5, for properties located at 109 and 115 Price Street, being further described as PPINs #5175 and 5365. (Judy Daniel)
  25. First reading of a proposed Ordinance Amending Chapter 98 Article IV, Section 98-97, Section 98-98, and Section 98-99, Erosion Control. (Reanna Mayoral)
  26. Reject bids for a full-service maintenance program for water storage tanks. (Reanna Mayoral)
  27. Authorize the Mayor to sign contracts with Mid-South Tank Consultants for wash-out and inspections of elevated water storage tanks. (Reanna Mayoral)
  28. Request permission to advertise for sewer extensions for Lafayette County and Municipal Court Complex. (Reanna Mayoral)
  29. Consider an executive session.
  30. Adjourn.
