City of Oxford, Mississippi Board of Aldermen Agenda for Tuesday, November 6, 2018

Meeting is at 5 pm.

Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the Regular Meeting on October 16, 2018 and the Special Meeting on October 30, 2018.
  5. Authorize the approval of accounts for all city departments.
  6. Consider the consent agenda:
    1. Request approval of Bridgett S. Brown as a taxi driver for Daniels’ Taxi. (Matt Davis)
    2. Request permission for one Deputy City Clerk to attend the MMCCA Winter Educational Workshop on December 12- 14, 2018, in Jackson, MS, at an estimated cost of $700.00. (Ashley Atkinson)
    3. Request permission to accept the resignation of Oxford-University Transit Commissioner Carole Haney effective December 31, 2018. (Ron Biggs)
    4. Request permission for three officers to attend investigative interviewing training on November 6-9, 2018 in Tupelo, MS at an estimated cost of $1,725.00. (Joey East)
    5. Request permission for two officers to attend K-9 Certification Training on November 13- 15, 2018 in Moorhead, MS at an estimated cost of $556.00. (Joey East)
    6. Request permission for two officers to attend STORM Conference from November 13- 15, 218 in Vicksburg, MS at an estimated cost of $250.00. (Joey East)
    7. Request permission for four officers to attend Mounted Patrol Training on November 14- 15, 2018 in New Orleans, LA at an estimated cost of $448.00. (Joey East)
    8. Request permission for two Oxford-University Transit employees to attend mandatory End of Year Training on December 4-5, 2018 in Jackson, MS at an estimated cost of $731.28 (a portion will be reimbursed by RTAP). (Ron Biggs)
    9. Request permission for two employees to attend the 2018 Association of Floodplain Managers of Mississippi conference on November 28-30, 2018 in Philadelphia, MS at an estimated cost of $789.72. (Reanna Mayoral)
    10. Request permission for the General Manager to attend CSA meeting on November 28, 2018 in Franklin, TN at an estimated cost of $241.00. (Rob Neely)
    11. Request permission to promote two employees in the Environmental Services Department. (BraxtonTullos)
    12. Request permission to accept the resignation of an employee in the Environmental Services Department. (Braxton Tullos)
    13. Request permission to hire a Part-Time Communications Officer in the Oxford Police Department. (Braxton Tullos)
    14. Request permission to adjust the salary of an employee in the Environmental Services Department for the successfull completion of their probationary period. (Braxton Tullos)
    15. Request permission to accept the resignation of a Full-Time Driver with the County Transit/RSVP Department and to promote a Part-Time Driver to fill the vacancy and to advertise for a Part-Time Driver position to fill remaining vacancy. (Braxton Tullos)
  7. Presentation of the Pathways Commission Annual Report. (Don Feitel)
  8. Discuss the formation of public improvement districts and the appointment of a City representative for the Oxford Commons Public Improvement District Board. (Sue Fairbank)
  9. Adopt a resolution of the Mayor and Board of the City of Oxford acknowledging receipt of the petition for the creation of Oxford Commons Public Improvement District and setting a public hearing on December 4, 2018 for same. (Sue Fairbank)
  10. Adopt a resolution declaring the intent of the Mayor and Board of Aldermen of the City of Oxford, Mississippi, to enter into one or more equipment lease-purchase agreements for the purchase of certain equipment for the City in an aggregate amount not to exceed $1,725,000.00 and to hire legal counsel and an independent registered municipal advisor for same.   11. Consider an appeal of the decision made by the planning commission on Case #482, First Baptist Church. (Judy Daniel)
  12. First reading of a proposed ordinance amending Chapter 22 of the City of Oxford Code of Ordinances to update the Building Codes. (Randy Barber)
  13. First reading of an Ordinance amending Chapter 38 of the City of Oxford Code of Ordinances to adopt the 2018 Fire Codes. (Joey Gardner)
  14. Monthly crime report from the Oxford Police Department. (Joey East)
  15. Second reading, public hearing, and vote on an ordinance amending Section 14-9 of the Code of Ordinances of the City of Oxford to add City Hall to the list of exempted buildings where alcohol may be consumed under certain circumstances and subject to the approval of the Mayor and Board of Aldermen.
  16. Request permission to declare equipment surplus in the Environmental Services Department. (Amberlyn Liles)
  17. Request permission to accept the Annual Audit Report for TVA Annual Report for Oxford Utilities. (Rob Neely)
  18. Request permission to accept a EMSOF grant from the MS State Department of Health and to establish a new fund and budget to account for the awarded funds and authorize the Mayor tosignsame. (Jimmy Allgood)
  19. Consider a request for a sole source purchase from Motorola Solutions, Inc. for the Oxford Police Department. (Joey East)
  20. Authorize the City Clerk to request the annual disbursement from the Glenmede Fund. (Ashley Atkinson)
  21. Request approval of Supplemental Agreement #3 and related Change Order #7 for the West Oxford Loop Extended Project, known as SEMP-36(1), for an increase in the contract of $2,000.00. (Reanna Mayoral)
  22. Consider a request from MRC to close Harrison Avenue on two separate days instead of Tyler Avenue for construction related to 1200 Harrison Square. (Reanna Mayoral)
  23. Consider a request for after-hours work on the Chick-Fil-A site. (Bart Robinson)
