City of Oxford, Mississippi Board of Aldermen Agenda for Tuesday, July 3, 2018

Meeting is at 5:00 pm.
Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the Regular meeting on June 19, 2018.
  5. Authorize the approval of accounts for all city departments.
  6. Consider the consent agenda:
    1. Request permission for two OPC employees to attend the MS Association of Coaches Conference on July 17-20, 2018 in Jackson, MS at an estimated cost of $750.00. (Seth Gaines)
    2. Request permission for three employees to attend AutoCar Training on July 10-11, 2018 in Fort Payne, AL at an estimated cost of $414.00. (Amberlyn Liles)
    3. Request permission to send two drivers for their CDL testing at a cost of $280.00. (Ron Biggs)
    4. Request permission for a step increase for an employee in the Oxford Fire Department for obtaining EMT Certification. (Braxton Tullos)
    5. Request permission to hire a Waste Water Plant Operator in the Public Works Department. (Braxton Tullos)
  7. Presentation and approval of the Annual Report for the Reserve & Trust Fund. (Ed Maxwell)
  8. Request permission to approve the 2018-2019 Early Childhood and Reading Development Director Agreement with the Oxford School District.
  9. Request permission to accept the resignation of a member of the Oxford-University Transit Commission and appoint a replacement. (Ron Biggs)
  10. Announce upcoming vacancies on the following commisisons/boards: Courthouse Square Preservation (3), Historic Preservation (3), Oxford Park Commission, Pathways Commission (3), and the Tourism Council.
  11. Fourth reading and public hearing for a proposed ordinance creating a Downtown District. (Joey East)
  12. Request permission for 4 OPC employees to attend the NRPA Annual Conference on September 25-27, 2018 in Indianapolis, IN at an estimated cost of $5,660.00. (Seth Gaines)
  13. Request permission to declare equipment surplus in the Environmental Services Department. (Jamie Shaw)
  14. Declare equipment surplus in the Oxford Fire Department. (Mark Heath)
  15. Request permission to approve the 2018-2019 School Resource Officer Agreement with the Oxford School District. (Joey East)
  16. Request permission to accept the 2018 Continuing Disclosure Submission for fiscal year 2017. (Ashley Atkinson)
  17. Second reading and public hearing on a proposed ordinance amending the City of Oxford Land Development Code (Sections 2,3,4,5,7,9 and 10) to correct mistakes and make modifications. (Judy Daniel)
  18. Second reading and public hearing on a proposed ordinance to provide incentives for developers proposing low and moderate income workforce housing. (Judy Daniel)
  19. Second reading, public hearing and possible vote on a proposed ordinance modifying the Erosion Control Ordinance to clarify the definition of “land disturbance”. (Judy Daniel)
  20. First reading of a proposed ordinance amending the Historic Preservation Ordinance. (Judy Daniel)
  21. Accept bids and consider award of contract for Sewer from Rolling Woods to Brittany Woods (Lafayette County Office Complex). (Bart Robinson)
  22. Request permission to apply for an Electrification Incentive through TVA’s Energy Right Solutions Program for improvements at the Bramlett Blvd Water Treatment Plant. (Bart Robinson)
