{"id":164995,"date":"2026-08-12T13:46:14","date_gmt":"2026-08-12T18:46:14","guid":{"rendered":"https:\/\/www.thelocalvoice.net\/oxford\/?p=164995"},"modified":"2026-08-12T13:46:14","modified_gmt":"2026-08-12T18:46:14","slug":"admirals-visit-connects-um-students-to-global-ocean-challenges","status":"publish","type":"post","link":"https:\/\/www.thelocalvoice.net\/oxford\/admirals-visit-connects-um-students-to-global-ocean-challenges\/","title":{"rendered":"Admiral&#8217;s Visit Connects UM Students to Global Ocean Challenges"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\">Global maritime leader discusses the future, importance of ocean mapping<\/h2>\n\n\n\n<h3 class=\"wp-block-heading\"><em>by Clara Turnage<\/em><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">University of Mississippi students recently got an inside look at how science, technology, and international cooperation informs the world&#8217;s maritime policy during a visit from <strong>Rear Admiral Luigi Sinapi<\/strong>, an international leader in hydrography.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Sinapi, secretary general-elect of the <a href=\"https:\/\/tracking.us.nylas.com\/l\/e9fc8851bdf2477c8c1f1653ec2e9b05\/1\/815af0116d59057de11e6c207481b8b5a208af99f4f5a5fcf399e0f76b93bc08?cache_buster=1786548160\" target=\"_blank\" rel=\"noreferrer noopener\">International Hydrographic Organization<\/a>, spoke to Ole Miss students August 11 in the <a href=\"https:\/\/tracking.us.nylas.com\/l\/e9fc8851bdf2477c8c1f1653ec2e9b05\/2\/a4069d47d12653c0c1de935fd699497637a962f73dab16b366f617b69f3ea470?cache_buster=1786548160\" target=\"_blank\" rel=\"noreferrer noopener\">School of Law<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The <strong>International Hydrographic Organization<\/strong> coordinates efforts with <a href=\"https:\/\/tracking.us.nylas.com\/l\/e9fc8851bdf2477c8c1f1653ec2e9b05\/3\/47c9ab5a80bb62329ea3ec8230f168e925806af1f106cbceefa874df6cc84baa?cache_buster=1786548160\" target=\"_blank\" rel=\"noreferrer noopener\">104 countries<\/a> worldwide to establish standards for hydrographic surveying, nautical charts, and navigational information. Those standards help countries collect and share information about the world&#8217;s oceans and waterways, which supports safe navigation, marine research, coastal management, and environmental protection.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Across the world, ships are using nautical charts built with the standards issued by the International Hydrographic Organization,&#8221; Sinapi said. &#8220;Delivering the right information to the right user in the right format at the right time; it&#8217;s very easy to say, but it&#8217;s a complex problem on which the international community has been working for decades.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The key to providing accurate data is cooperation between universities, researchers, and member states.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Future hydrographers, engineers, scientists, and lawyers will increasingly work in multidisciplinary teams,&#8221; Sinapi said. &#8220;Exposure to each other&#8217;s methods and vocabulary is therefore a practical capability, not merely an academic advantage.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The University of Mississippi is particularly well-placed to contribute to this wider vision because it brings together environmental research, marine technology, artificial intelligence, and nationally focused centers for ocean and coastal (research).&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Hearing global issues from international leaders helps students better understand career paths they may have never considered, according to<strong> John H. Higginbotham<\/strong>, UM vice chancellor of research and economic development.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Bringing a global leader like Admiral Sinapi to campus gives our students an opportunity to engage with someone who is shaping the future of ocean mapping, maritime policy and the blue economy,&#8221; Higginbotham said. &#8220;Experiences like this help our students understand that what they learn in the classroom connects to challenges and opportunities around the world.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The talk, organized by the <a href=\"https:\/\/tracking.us.nylas.com\/l\/e9fc8851bdf2477c8c1f1653ec2e9b05\/4\/e2d26f4ba58e06c856043160300c1a390deb561a48d790c87c7d6b0165ceacb3?cache_buster=1786548160\" target=\"_blank\" rel=\"noreferrer noopener\">Center for Marine Resources and Environmental Technology<\/a> and the <a href=\"https:\/\/tracking.us.nylas.com\/l\/e9fc8851bdf2477c8c1f1653ec2e9b05\/5\/d62a1ecad3fe043dafb6e9e9704fc7d72aeac0beefa1bafe5dd7bbdbbcbbdaba?cache_buster=1786548160\" target=\"_blank\" rel=\"noreferrer noopener\">National Sea Grant Law Center<\/a>, also showed students how scientific data can inform policy, economic decisions, and environmental action.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;For any of the work we do in the world&#8217;s oceans, we have to first understand what the rights and responsibilities are if we&#8217;re operating outside of our borders, and the IHO helps set those standards,&#8221; said <strong>Stephanie Otts<\/strong>, director of the law center. &#8220;I think this was an opportunity for students to see that and to have a broader understanding of how scientific research is used beyond discovery and testing hypotheses.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Learning about global issues from a leader who must contend with them also helps students realize how influential what they learn in the classroom can be.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;It&#8217;s an introduction to a part of the world and the way it works that might seem out of reach,&#8221;
