{"id":159513,"date":"2026-06-02T11:52:05","date_gmt":"2026-06-02T16:52:05","guid":{"rendered":"https:\/\/www.thelocalvoice.net\/oxford\/?p=159513"},"modified":"2026-06-02T11:52:08","modified_gmt":"2026-06-02T16:52:08","slug":"alumna-supports-ole-miss-faculty-and-graduate-students","status":"publish","type":"post","link":"https:\/\/www.thelocalvoice.net\/oxford\/alumna-supports-ole-miss-faculty-and-graduate-students\/","title":{"rendered":"Alumna Supports Ole Miss Faculty and Graduate Students"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>Estate gift establishes two endowments for the College of Liberal Arts<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Frances\u00a0Permenter Smith<\/strong>,\u00a0a longtime public service professional from <strong>Oxford<\/strong>, has included the <strong>University of Mississippi<\/strong> in her estate plans with a major gift that will benefit graduate students and faculty in the <strong>College of Liberal Arts<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith&#8217;s planned gift honors several generations of her family who are Ole Miss graduates while establishing two endowments: the <strong>Frances Permenter Smith Faculty Support Endowment<\/strong> and the <strong>Permenter Family Legacy Graduate Support Endowment<\/strong>. The endowments are the first to serve these purposes without being restricted to specific departments or groups, allowing the dean to use them for the most pressing needs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Additionally, portions of the gift are designated to fund awards to programs her family members have enjoyed or deem important, including the\u00a0<a href=\"https:\/\/tracking.us.nylas.com\/l\/c16a32b10ecc4827a240e5b5560f5f90\/1\/98c8cbe624528605f47f550f742eb85c9ac32b01d8cdf21902d7310144c6f618?cache_buster=1780161631\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Pride of the South<\/strong> marching band<\/a>, Ole Miss baseball and women&#8217;s athletics programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;When it came time to update my will, it seemed logical to include a gift to the\u00a0<strong><a href=\"https:\/\/tracking.us.nylas.com\/l\/c16a32b10ecc4827a240e5b5560f5f90\/2\/4eb4ec21fd7f0d992eaddd403d82ef25a488410375fc4f58a8465c74a7b79fd4?cache_buster=1780161631\" target=\"_blank\" rel=\"noreferrer noopener\">College of Liberal Arts<\/a>,<\/strong>&#8221; said Smith, who earned a degree in sociology in 1974.\u00a0&#8220;My degree is from there as are many of my family members; with cousins, we&#8217;ve got 26 Ole Miss Rebels and four generations.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Through my involvement on the College of Liberal Arts advisory board and as co-chair of its <strong>Now and Ever Campaign Committee<\/strong>, I learned how critical these gifts are for the development and future of Ole Miss. Photo by Robert Jordan\/Ole Miss Digital Imaging Services<\/figcaption><\/figure>\n<\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">The faculty support endowment is intended to cover costs associated with, but not limited to, faculty research and creative activities within the college.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">While serving on the board, Smith found the faculty to be &#8220;so creative and dedicated&#8221; as she learned about their programs, goals and successes with students, she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;For faculty to be able to enhance their teaching and the student experience, they need to conduct research and studies during the summer,&#8221; she said. &#8220;This should not be a financial hardship for them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I&#8217;m hoping the faculty support endowment sends a message to our educators that we see their value, appreciate what they give to our students and support their goals and research.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith also hopes to help UM recruit and retain more talented graduate students, which helps maintain the university&#8217;s R1 Doctoral University designation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The college set an aggressive goal to increase those numbers, and I&#8217;m so proud of their success in that area the past few years,&#8221; she said.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;I want Ole Miss grad students to be the best of the best. Hopefully this gift, which provides stipends for graduate students, will enable the college to continue recruiting them to our campus and to strengthen our programs.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Lee Cohen<\/strong>, UM liberal arts dean, expressed gratitude for Smith&#8217;s support.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;Frances has long been one of the College of Liberal Arts&#8217; most steadfast champions, and this extraordinary gift reflects both her vision and her heart,&#8221; he said. &#8220;She truly understands how transformative philanthropy can be for our faculty and graduate students, and her commitment has never wavered.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In 2024, Smith established&nbsp;a scholarship endowment&nbsp;to provide financial support to&nbsp;students in liberal arts&nbsp;who sought research&nbsp;opportunities in the U.S. and&nbsp;internationally, including the university&#8217;s&nbsp;<a href=\"https:\/\/tracking.us.nylas.com\/l\/c16a32b10ecc4827a240e5b5560f5f90\/3\/ce47e86b701e9948588209942ca7a877e1109f47c7a0f8b05630320e057bb3b3?cache_buster=1780161631\" target=\"_blank\" rel=\"noreferrer noopener\">Study USA&nbsp;<\/a>or&nbsp;<a href=\"https:\/\/tracking.us.nylas.com\/l\/c16a32b10ecc4827a240e5b5560f5f90\/4\/3cf39dcc899b76eb83e78a7cf8e385c5c574bbb0aa1a38ef5bda343229b98b7f?cache_buster=1780161631\" target=\"_blank\" rel=\"noreferrer noopener\">Study Abroad&nbsp;<\/a>programs.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In memory of their parents, Smith and her three sisters also endowed a needs-based scholarship for liberal arts students in 2013.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;We all believe giving back is important,&#8221; Smith said at the time. &#8220;Where better than education?&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For her estate planning, Smith sought advice from\u00a0<a href=\"https:\/\/tracking.us.nylas.com\/l\/c16a32b10ecc4827a240e5b5560f5f90\/5\/5ab4b1a57114867717b9718cb9e33fe1a8ffca402cda60424ad62f8a7702e0f0?cache_buster=1780161631\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>UM Foundation<\/strong><\/a>\u00a0specialists.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">&#8220;The planned giving team is just excellent,&#8221; she said. &#8220;They have so much information on various options for giving and were very patient, making sure I understood it all. I felt really comfortable that they wanted the best decision for both me and Ole Miss.&#8221;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith\u00a0grew up in Greenville and Gulfport and followed her sisters to Ole Miss. Her interest in public affairs was sparked by her three years in the <strong>Associated Student Body Senate<\/strong>, where she was voted Senator of the Year her senior year.\u00a0<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After graduation,&nbsp;she secured her first job as an Ole Miss admissions counselor. Early in her career, she also worked in two statewide election campaigns.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Smith was a public affairs executive in a variety of public and private settings and spent 31 years in the telecommunications industry, serving as\u00a0director of\u00a0external\u00a0affairs for <strong>Comcast<\/strong> before retiring\u00a0in\u00a02013.\u00a0She handled media relations, foundation grants, community events and franchise negotiations in <strong>Mississippi<\/strong>,\u00a0<strong>Louisiana<\/strong>\u00a0and south <strong>Alabama<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Before joining Comcast, she had a varied career, from public information positions at the <strong>Central Mississippi Planning and Development District<\/strong> and the <strong>Pearl River Basin Development District<\/strong> to press aide in the lieutenant governor&#8217;s office. She was also a marketing representative for <strong>Xerox Corp<\/strong>.\u00a0and\u00a0worked as vice\u00a0president of\u00a0public\u00a0affairs and\u00a0communications for <strong>Time Warner Cable<\/strong> in Jackson.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">She served as president of the<strong> Hinds County Economic Development District<\/strong>, <strong>Madison County Chamber of Commerce<\/strong>, <strong>Mississippi Cable Telecommunications Association<\/strong>\u00a0and\u00a0<strong>Friends of the Jackson Zoo<\/strong> and\u00a0on the boards of\u00a0numerous organizations.\u00a0Inducted into\u00a0the College of Liberal Arts Hall of Fame in 2023,\u00a0she volunteers\u00a0with the <strong>Gertrude C. Ford Center<\/strong> for the Performing Arts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Frances Permenter Smith Scholarship Endowment is open to support from businesses and individuals.
