{"id":11721,"date":"2014-01-27T15:26:59","date_gmt":"2014-01-27T20:26:59","guid":{"rendered":"http:\/\/www.thelocalvoice.net\/oxford\/?p=11721"},"modified":"2014-01-27T15:26:59","modified_gmt":"2014-01-27T20:26:59","slug":"paying-our-dues-to-the-blues","status":"publish","type":"post","link":"https:\/\/www.thelocalvoice.net\/oxford\/paying-our-dues-to-the-blues\/","title":{"rendered":"Paying Our Dues to the Blues"},"content":{"rendered":"<p><span style=\"font-size: 20px\"><a href=\"https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2013\/10\/JesseYancyColumnHeader.jpg\"><img data-recalc-dims=\"1\" decoding=\"async\" width=\"300\" height=\"134\" class=\"alignright size-full wp-image-10069\" alt=\"JesseYancyColumnHeader\" src=\"https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2013\/10\/JesseYancyColumnHeader.jpg?resize=300%2C134\" \/><\/a>The Blues have shaped American music for over a century, and many people the world over consider blues music Mississippi\u2019s greatest contribution to global culture.<\/span><\/p>\n<p><span style=\"font-size: 16px\">In recognition of this, the state created the <a href=\"http:\/\/www.msbluestrail.org\/foundation_and_commission\">Mississippi Blues Commission<\/a> (MBC) in 2005. Its original charter established a statewide <a href=\"http:\/\/www.msbluestrail.org\/blues_marker_list\">Blues Trail<\/a>, but it soon became clear that more was needed than just historical sites and signs. As Rep. Willie Bailey explains, \u201cWhen the Blues Commission started putting up Trail markers across the state we discovered that many grassroots blues pioneers, artists, and musicians were experiencing hardships due to misfortune and poverty.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px\">\u201cThe markers allowed the state to profit on tourism from an art form kept alive by these faithful souls,\u201d Bailey said. \u201cBut as the Commission carried on its work, there were requests from destitute artists for a little help to get through hard times.\u201d Bailey pointed out that back then there was no legal way for the Blues Commission to respond to their needs, but the Legislature passed the necessary legislation allowing the Commission to act. In 2010, the Mississippi Blues Commission was authorized \u201cto raise and expend grant funds to provide assistance to any blues musician in need.\u201d The Blues Benevolent Committee was created to oversee the distribution of these funds. Now any established blues musician in need can apply for up to $1,000 in a 12-month period. <\/span><\/p>\n<p><span style=\"font-size: 16px\"><a href=\"https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2014\/01\/BillPerrySrWithMarket.jpg\"><img data-recalc-dims=\"1\" fetchpriority=\"high\" decoding=\"async\" width=\"563\" height=\"600\" class=\"alignright size-full wp-image-11722\" alt=\"BillPerrySrWithMarket\" src=\"https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2014\/01\/BillPerrySrWithMarket.jpg?resize=563%2C600\" srcset=\"https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2014\/01\/BillPerrySrWithMarket.jpg?w=563&amp;ssl=1 563w, https:\/\/i0.wp.com\/www.thelocalvoice.net\/oxford\/wp-content\/uploads\/2014\/01\/BillPerrySrWithMarket.jpg?resize=281%2C300&amp;ssl=1 281w\" sizes=\"(max-width: 563px) 100vw, 563px\" \/><\/a>Dr. Edgar Smith, chairman of the Blues Benevolent Committee, said, \u201cAs a son of the Delta,\u00a0I am keenly aware of the\u00a0challenges that confront these artists on a daily basis. Many blues musicians, especially the older ones, have no health insurance and no other source of income other than what they get from blues gigs. It\u2019s appropriate for Mississippi to have some mechanism for assisting the people from whom the blues derived. The Benevolence Fund represents the effort of on the part of the Mississippi Blues Commission to address this issue. I envision a future in which this effort will become the major focus of the MBC to the extent that it will approach the\u00a0scale of the Music Maker Relief Foundation of Hillsborough, North Carolina.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px\">The <a href=\"http:\/\/www.musicmaker.org\/\">Music Maker Relief Foundation<\/a>, founded in 1994, helps support elder blues and Appalachian artists. Their Musician Sustenance Program provides monthly stipends (typically $50\u2013$200), grants for emergencies and periodic needs for health care as well as other services. In 2012\u201313, Music Maker\u2019s budget exceeded $630,000.<\/span><\/p>\n<p><span style=\"font-size: 16px\">The Mississippi Blues Foundation, the fundraising arm of the MBC, spearheads efforts to secure money for the Blues Benevolent Committee\u2019s separate grants fund. Most funds come from private donations, but the sale of car tags and donations from the annual Mississippi Blues Marathon also<\/span>\u00a0 <span style=\"font-size: 16px\">contribute to the fund. John Noblin, director of the marathon, said that the marathon is on the fast track to help.<\/span><\/p>\n<p><span style=\"font-size: 16px\">\u201cWe have included a specific donation option for participants on the registration form because we want to generate money earmarked for the Benevolent Committee,\u201d Noblin said. \u201cIn years we\u2019ve made a $10,000 donation to the Mississippi Blues Commission in general. But contributing directly to the Benevolent Committee was the perfect way to tie in with the wellness component and Blue Cross Blue Shield of Mississippi\u2019s involvement because it covers financial shortfalls with health-related issues.\u201d <\/span><\/p>\n<p><span style=\"font-size: 16px\">To date, the Mississippi Blues Benevolent Committee has awarded grants totaling $16,000 to 18 artists, including James \u201cT-Model\u201d Ford; \u201cCadillac\u201d John Nolden; Tommie \u201cT-Bone\u201d Pruitt; Bill \u201cHowlin\u2019 Madd\u201d Perry; Jim O\u2019Neal, producer and a co-founder of Living Blues magazine; Duff Dorrough, founding member of The Tangents; and Eddie \u201cChank\u201d Willis, winner of the 2013 Mississippi Governor\u2019s Arts Award for excellence in music.\u00a0 \u00a0<\/span><\/p>\n<p><span style=\"font-size: 16px\">Malcolm White, former director of the Mississippi Arts Commission, said, \u201cThe blues is based on hard times, and for many years the cultural and heritage movements in Mississippi have sought to honor these artists and support them when hard times come back around.\u00a0Now that the Benevolent Committee has been established under Dr. Smith\u2019s leadership and persistence, we have finally put our money where our mouths are.\u201d<\/span><\/p>\n<p><span style=\"font-size: 16px\">\u201cHelping our native sons and daughters is the right thing to do,\u201d Bailey said. \u201cTo come to the aid of suffering blues artists and musicians expresses Mississippi\u2019s appreciation and recognition of their contributions to this native art form.
