He went on to say that the United States would base its decisions on its strategic military structure on the nature and magnitude of the threat from Soviet strategic forces and not on norms contained in the structure of the SALT. He said the U.S. would not use more SNDV or strategic ballistic warheads than the USSR to protect strategic deterrence.
