Oxford, Mississippi Board of Aldermen Meeting Agenda – November 1, 2016 – 5:00 pm

Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report.
  4. Authorize approval of minutes of the regular meeting on October 18, 2016.
  5. Authorize approval of accounts for all city departments.
  6. Consider consent agenda:
    1. Request approval to hire a seasonal grounds employee at FNC Park. (Braxton Tullos)
    2. Request approval to promote two employees at FNC Park. (Braxton Tullos)
    3. Request approval for two officers to attend Field Training Officer training on October 31-November 4, 2016 in Starkville, MS  at an estimated cost of $1,008.00. (Joey East)
    4. Request approval for one officer to travel to Clearwater, FL to speak at the Florida Law Enforcement Public Information Officer Conference on December 5-6, 2016 at an estimated cost of $178.00. (Joey East)
    5. Request permission for a building inspector to attend training on the 2012 Residential Building Code in Waveland, MS on November 30-December 1, 2016 at an estimated cost of $575.00. (Randy Barber)
    6. Request permission for the general manager and one other employee to attend the MPTA Annual Training Conference in Jackson, MS on November 8-11, 2016 at an estimated cost of $1,315.00. (Ron Biggs)
    7. Request approval of the following taxi drivers for the listed companies:
      1. Rebel Rickshaw:  Khoa Le, Kevin Taylor, and Thomas Latham
      2. Flying Tuk:  Benjamin Koltai, Justin (Fish) Robinson, and Amanda Strickland
      3. Austin Taxi:  Pernecia Purnell
      4. Daniels Taxi:  Nakia Corrothers
  7. Consider a request by the Oxford-Lafayette Humane Society to construct a “Catio” at the animal shelter building. 
  8. Announce upcoming vacancies on the Downtown Parking Advisory Commission.
  9. Consider a recommendation from the Downtown Parking Advisory Commission regarding the construction of a parking garage in the Downtown Business District.  (Matt Davis)
  10. First reading of an Ordinance amending Section 102, Article XVII regarding extended parking meter hours.  (Matt Davis)
  11. Consider a recommendation from the Downtown Parking Advisory Commission to increase the current metered parking rate from $1.00 per hour to $1.25 per hour.  (Matt Davis)
  12. Second reading and public hearing of an Ordinance amending the Land Development Code, Article 2, Specific District Regulations, to add Section 143, Traditional Neighborhood Development.  (Judy Daniel)
  13. Request permission to declare 10 vehicles surplus and authorize the disposal of said vehicles.  (Amberlyn Liles/Bo Ragon)
  14. First reading of a proposed Ordinance amending Section 22-291 (b) of the Oxford Code of Ordinances, regarding an adjustment of fees for mechanical permits.  (Randy Barber) 
  15. First reading of a proposed Ordinance amending Section 98-100 of the Oxford Code of Ordinances, regarding an adjustment of fees for Land Disturbance permits.  (Randy Barber)
  16. Consider the acceptance of a mitigation grant from MEMA.  (Jimmy Allgood)
  17. Request approval for an add-on to the Kronos contract to allow them to complete the Affordable Care Act filings.  (Braxton Tullos) 
  18. Request permission to hire a structural engineer to prepare construction documents for a lighting structure on the terrace above the old RSVP offices.  (Bart Robinson)
  19. Accept maintenance of Water, Sewer and Streets in Oxford Commons for The Preserve, Phase II.  (Bart Robinson)
  20. Accept maintenance of Water, Sewer and Streets in Oxford Commons for The Heights, Phase II. (Bart Robinson)
  21. Request permission to accept a water line easement from 800 Park, LLC.  (Bart Robinson)
  22. Authorize the Mayor and City Clerk to select insurance carrier based on quotes.  (Bart Robinson)
  23. Authorize the City Clerk to contact Glenmede to facilitate the reimbursement of fees and to request the annual disbursement from the fund.  (Ashley Atkinson)
  24. Consider an executive session.
  25. Adjourn.
