  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the Regular Meeting on November 20, 2018.
  5. Authorize a correction to the minutes of item #11 on the November 6, 2018 regular meeting of the Mayor and Board of Aldermen. (Ashley Atkinson)
  6. Authorize the approval of accounts for all city departments.
  7. Consider the consent agenda:
    1. Request permission for four officers to attend contemporary legal and liability issues training on December 17-18, 2018 in Batesville, MS at no cost. (Joey East)
    2. Request permission for four officers to attend background investigation training on December 6-7, 2018 in Oxford, MS at an estimated cost of $700.00. (Joey East)
    3. Request permission for the Municipal Court Clerk to attend the MS Judicial Board of Governors & Constituent Advisory Committee Meeting on December 6-7, 2018 in Jackson, MS at no cost to the City. (Donna Fisher)
    4. Request permission for two employees to attend the annual STMA (Sports Turf Managers Assn.) Conference on January 21-25, 2019 in Phoenix, AZ at an estimated cost of $2,800.00. (Brad Freeman)
    5. Request permission to advertise internally for a Full-Time Street Operator I. (Braxton Tullos)
    6. Request permission to hire five full-time officers in the Oxford Police Department. (Braxton Tullos)
    7. Request permission to hire a Historic Preservationist for the Development Services Department. (Braxton Tullos)
  8. Adopt a resolution honoring Carole Haney.
  9. Consider a funding request from the Lafayette County Soil & Water Conservation Service.
  10. Consider a resolution approving the form of and authorizing the execution and delivery of a development and reimbursement agreement between the City of Oxford and Oxford Commons Improvements, LLC in connection with a residential, commercial, and mixed-use development within the City and tax increment financing bonds to be used to fund the construction of infrastructure.   11. Public hearing for the consideration of the creation of a Public Improvement District (PID). (Sue Fairbank)
  12. Request permission to adopt a resolution approving a petition establishing a Public Improvement District in the Oxford Commons. (Sue Fairbank)
  13. Consider a request from Samuel’s Construction to reserve eight parking spaces on Van Buren Avenue for 2-3 days for the installation of a new marquee at the Lyric. (Matt Davis)
  14. Monthly update on animal control and shelter services. (Gail Brown)
  15. Update from the Downtown Unit. (Craig Baker)
  16. Request permission to declare equipment surplus in the FNC Park Department and authorize its disposal. (Brad Freeman)
  17. Request permission to allow Oxford Utilities’ Contractor, Desoto County Electric, to work on Sunday, December 9, 2018 and Sunday, December 16, if necessary. (Rob Neely)
  18. Request permission to transfer equipment from Buildings & Grounds to the Street Department, FNC Park and Public Works. (Greg Pinion)
  19. Request permission to declare equipment surplus in the Oxford Park Commission and authorize its disposal. (Seth Gaines)
  20. Third reading and vote on a proposed ordinance amending Chapter 22 of the City of Oxford Code of Ordinances to update the Building Codes. (Randy Barber)
  21. Third reading and vote on an Ordinance amending Chapter 38 of the City of Oxford Code of Ordinances to adopt the 2018 Fire Codes. (Joey Gardner)
  22. Request permission to apply for a Firefighter Assistance Grant in the amount of $48,000.00 with a 10% match for the installation of smoke detectors. (Joey Gardner)

  24. Request permission to declare radio equipment surplus in the Oxford Fire Department and authorize its disposal. (Joey Gardner)
  25. Second reading and public hearing of a proposed ordinance amending the official City of Oxford Zoning Map for Case #2395, for property located at 805 College Hill Road. (Judy Daniel)
  26. Second reading and public hearing of a proposed ordinance amending the City of Oxford Land Development Code, Articles 2,3,5,6,7,9, and 10) to correct mistakes and make modifications, Case #2409. (Judy Daniel)
  27. Request permission to accept bids for vehicle equipment purchase and installation. (Joey East)
  28. Request permission to solicit proposals for crossing guard services. (Joey East)
  29. Request permission to accept the donation of weapons and to declare same surplus to be used as credit towards new service weapons. (Joey East)
