Oxford, Mississippi Board of Aldermen Agenda – February 7, 2017 – 5 pm

Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.


  1. Call to order.
  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize approval of minutes of the regular meeting on January 17, 2017.
  5. Authorize approval of accounts for all city departments.
  6. Consider consent agenda:
    1. Request permission for the Parking Manager to attend the MSTPA Conference in Knoxville, TN on March 13-15, 2017 at an estimated cost of $564.00. (Matt Davis)
    2. Request approval to hire seasonal workers at FNC Park. (Braxton Tullos)
    3. Request permission for one officer to attend Accident Reconstruction Training from February 20-March 3, 2017 in Hernando, MS at an estimated cost of $1,320.00. (Joey East)
    4. Request permission for OED Superintendent to attend the TVPPA Solar Action Group meeting on February 17, 2017 at an estimated cost of $200.00. (Rob Neely)
    5. Request approval of Benjamin Pinion as a driver for Flying Tuk. (Joey East)
    6. Request permission for an engineer to attend the MES Winter Meeting in Jackson, MS on February 22-24, 2017 at an estimated cost of $784.20. (Reanna Mayoral)
  7. Kaye H. Bryant to address the board regarding tree mitigation.
  8. Request permission to adopt a resolution to include recently annexed property, located between South Lamar and Old Taylor Road, into an existing voting ward. (Reanna Mayoral)
  9. Request permission to adopt a resolution encouraging the Mississippi Legislature to assist in providing funding for infrastructure improvements in municipalities. (Ashley Atkinson)
  10. Request permission to adopt an intent resolution to either issue General Obligation Bonds of the City, issue a General Obligation Bond of the City for sale to the MS Development Bank or enter into a loan with the MS Development Bank for the purpose of erecting municipal buildings, infrastructure improvements, repairs to municipal buildings, equipping same, and various other improvements to City facilities.   11. Request permission to adopt a resolution hiring required legal counsel and an independent registered municipal advisor in connection with the sale and issuance by the City of Oxford of Oxford, Mississippi of either General Obligation Bonds of said city or a General Obligation Bond of said city for sale to The Mississippi Development Bank. (Sue Fairbank)
  12. Request permission to apply to MOHS for a six month training grant in the amount of $137,138.75 for statewide training management for DUI certifications. (Joey East)
  13. Request permission to accept a grant from NACCHO for the Medical Reserve Corps mass casualty incident response unit in the amount of $13,000.00 for the purchase of equipment and supplies; no local match required. (Jimmy Allgood)
  14. Request permission to advertise for an RFP for software for the Municipal Court Department. (Donna Fisher)
  15. First reading of a proposed Ordinance amending Section 102, Article XVII, Stopping, Standing, Parking Restricted or Prohibited on Certain Streets, to add metered parking on Tyler Avenue between South Lamar and 14th Street. (Matt Davis)
  16. First reading of a proposed ordinance amending Article I, Chapter 38-Fire Protection and Prevention; Open Burn Permits-Penalties. (Mark Heath)
  17. Request permission to authorize the Mutual Aid Agreement between the Oxford Fire Department and the Lafayette County Fire Department. (Mark Heath)
  18. Request permission to authorize the Training Center User Agreement between the City of Oxford and the Lafayette County Fire Department. (Mark Heath)
  19. Request permission to declare equipment surplus in the Oxford Park Commission. (Seth Gaines)
  20. Request permission to declare equipment surplus in the Buildings & Grounds Department. (Billy Lamb)
  21. Consider appointments to a committee for the design phase of the Parking Garage Design/Build Project.
  22. Request permission to accept the resignation of a member of the Municipal Election Commission and appoint a replacement.
  23. Authorize the retention of professional services for Oxford Conference Center design considerations. (Hollis Green)
  24. Request permission to authorize a maintenance contract for twenty generators located at various city buildings. (Reanna Mayoral)
  25. Request permission to advertise for a full-service maintenance program for water storage tanks (10 year contract). (Reanna Mayoral)
  26. Request permission to advertise for bids for a mini-excavator. (Reanna Mayoral)
  27. Request permission to advertise for dual phase design/build proposals for a downtown parking garage. (Reanna Mayoral)
  28. Consider a request for a one-time water adjustment for 321 Country Club Road. (Reanna Mayoral)
  29. Request approval of eminent domain action for the following properties along future West Oxford Loop: William Shaw Estate, George Lewis Estate, Sidney Johnson, Robert Edmister, Heritage Development, LLC, and Goose Valley Ranch, Inc. (Reanna Mayoral)
  30. Consider an executive session.
  31. Adjourn
