City of Oxford, Mississippi Board of Aldermen Meeting Agenda – Tuesday, January 19, 2021

Meeting is at 5 pm in the City Hall Courtroom.

Notice that certain commission members will be included in the meeting via teleconference, subject to City of Oxford Code of Ordinances Section 2-82.

  2. Adopt the agenda for the meeting.
  3. Mayor’s Report
  4. Authorize the approval of the minutes of the Regular Meeting on January 5, 2021 and the Special Meeting on January 12, 2021. (Ashley Atkinson)
  5. Authorize the approval of accounts for all city departments. (Ashley Atkinson)
  6. Consider the consent agenda:
    1. Request approval of water and/or sewer adjustments in accordance with the Oxford Utilities Leak Adjustment Policy. (Rob Neely)
    2. Request permission for a School Resource Officer to attend the DARE training in Louisville, MS on February 22-March 5, 2021 at an estimated cost of $2,009.00. (Jeff McCutchen)
    3. Request permission for two officers to attend the CIT Training on Meridian, MS on January 25- 29, 2021 at an estimated cost of $460.00 (per diem only). (Jeff McCutchen)
    4. Request permission for the Mayor, Board Members, City Attorney, and Department Heads (or their designee) to attend the 90th Annual MML Conference in Biloxi, MS on July 26-28, 2021. (Ashley Atkinson)
    5. Request permission to advertise for Seasonal Concession Workers at mTrade Park. (Braxton Tullos)
    6. Request permission to transfer an employee from the Development Services Department to mTrade Park. (Braxton Tullos)
    7. Request permission to promote three employees in the mTrade Park Department. (Braxton Tullos)
    8. Request permission to hire an employee in the mTrade Park Department. (Braxton Tullos)
    9. Request permission to hire an employee in the Development Services-Building Department. (Braxton Tullos)

  7. Request permission to submit the 2021-2022 Section 5311 Grant Package for Oxford-University Transit. (Donna Zampella)
  8. Presentation of the Oxford Fire Department Annual Report. (Joey Gardner)
  9. Public hearing and consideration of a Resolution of the Mayor and Board of Aldermen of the City of Oxford, Mississippi, approving the adoption and implementation of the “Tax Increment Financing Plan for The Lamar, City of Oxford, Lafayette County, Mississippi, January 2021”; and for related purposes.   10. Request permission to apply for a Hazard Mitigation grant in the amount of $900.000.00 for the Bailey Branch Flooding & Erosion Project. The City would be responsible for a 25% match of $225,000.00 if the grant is awarded. (Jimmy Allgood)
  11. Request permission to apply for a Hazard Mitigation grant in the amount of $498,000.00 for the Maplewood Cove Flooding & Erosion Control Project. The City would be responsible for a 25% match of $124,500.00 if the grant is awarded. (Jimmy Allgood)
  12. Request permission to apply for a Hazard Mitigation grant in the amount of an estimated $98,000.00 for the Stream Monitoring Early Warning System Project. The City would be responsible for a 25% match of $24,500.00 if the grant is awarded. (Jimmy Allgood)
  13. Discuss COVID-19 “Current Restrictions and Guidelines” and the current executive orders.
  14. Discuss and consider a mask policy for walkers at the Coach Howell Activity Center.
  15. Consider a request to continue free parking in the downtown area for Townie Tuesdays.
  16. Request permission to advertise for a reverse auction for a Vacuum/Jet Truck for the Oxford Utilities-Water & Sewer Department. (Rob Neely)
  17. Request permission to accept the donation of two ballistic and stab proof vests from Brady’s K9 Fund for the benefit of the Oxford Police Department K9 Unit. (Jeff McCutchen)
  18. Consider a resolution of the Mayor and Board of Aldermen requesting that the Alcohol Beverage Commission extend the hours for alcohol sales to 11:00pm on Valentine’s Day, Sunday, February 14, 2021. (Jeff McCutchen)
  19. Request approval of a Final Plat (Amended) for Case #2709, Woodland Hills Subdivision Lots 22, 23, & 24, for property located at 301 & 311 Longest Road, being further identified as PPINs 5342 & 5350. (GrayParker)
  20. Second Reading and Public Hearing for a Proposed Ordinance for Case #2704, to amend Articles 2, 3, 4, & 5 of the City of Oxford Land Development Code. (Ben Requet)
  21. Consider Change Order #6 for Malouf Construction regarding contract time and no additional cost for the Wastewater Treatment Plant Flow Equalization Project. (Reanna Mayoral)
  22. Consider an reduction of the bond for the subdivision known as “Lot 10 Stone Subdivision”. (Reanna Mayoral)
  23. Request permission to advertise Phase I of the Goose Creek Sewer Force Main Remediation Project. (Reanna Mayoral)
  24. Consider Change Order #6 from A.S. Fornea Construction for the North Lamar Pocket Park. (Mark Levy)
  25. Consider a Resolution of the Mayor and Board of Aldermen of the City of Oxford, Mississippi in support of amending HB 1584 of the 2014 Regular Session of the MS Legislature, as it relates to the Oxford Municipal Reserve & Trust Fund. (Pope Mallette)
  26. Consider an executive session.
  27. Recess to meet on January 25, 2021 at 10:00 am.
